On December 22, 2022, another round of consultations between Rosatom Director General Alexey Likhachev and IAEA Director General Rafael Grossi took place in Moscow.

The head of Rostekhnadzor (Russian environmental, technological, and nuclear watchdog) and the head of Russian Troops of Radiological, Chemical and Biological Defense were a part of the Russian delegation, among others.

The parties further discussed approaches to the establishment of a nuclear safety and security protection zone at the Zaporozhye NPP, noting significant closeness of positions on the draft declaration concerning setting of such a zone. The parties agreed to continue negotiations with an understanding of the need to reach a mutually acceptable declaration text as soon as possible. The delegations examined the situation at the Zaporozhye NPP given the issue of improving the reliability of electricity and heat supply at the NPP site and the city of Energodar. Issues related to the work of the IAEA mission at the station were also discussed.

Both sides regarded the consultations as substantive and useful.
